Rename setBlockAndOnWriteShardLevelSnapFiles to setBlockOnShardLevelSnapFiles (#82530)

The name of this method is confusing and suggests that it has 
something to do with writing shard level snapshot files, whereas 
it has effect with read/write/delete.
