  3079. connections, one for listening connections, and one for
  3080. connections that are in TIME-WAIT. This greatly speeds up the fast
  3081. timeout processing for sending delayed ACKs.
  3082. * TCP now provides proper feedback to the application when a
  3083. connection has been successfully set up.
